How to use Edit Screen add Extension Fields on new tab??

Hi,

I need to add some new custom fields,
I can add in the header block.

Now I added a new tab, but there is no way to add custom fields.

when I click the 「Extension Fields」, the focus moves to the header block.

Do you have any idea how to do it?
